Plot development in Teltow: what owners of large plots can do

If you own a plot of 1,000 square metres or more in Teltow, Kleinmachnow or Stahnsdorf, you usually have more options than a straightforward sale. Which of them are realistic depends on the zoning plan, the municipality, servicing and the market. Here is a look at one of our own large-scale projects at IBV Immobilien and at the key data for autumn 2026.

The IBV project: 27 hectares, 330 plots

The largest development project in IBV's history lies on the edge of Teltow's Musikerviertel: around 27 hectares, developed together with Deutsche Post Immobilien and divided into 330 plots. Founder Ralf Hendrichs was already active in the property business across Germany before 1989 and opened one of the first estate agencies in Teltow with IBV. For over 20 years, plot development has been at the core of the company, which is now run by managing director Sören Wangler.

The most important lesson from projects like this also applies on a smaller scale: value is created not by land area alone, but by planning. How many plots an area can yield, how they are shaped and serviced, and which buyers they are intended for all determine the outcome. IBV plans sites of 1,000 m² and above so that developer-free plots of 500 m² and more are created. On such plots, buyers can build with their own architect or a house builder of their choice. For families who want to move from Berlin to the south-west, this freedom is often a decisive reason to buy; you can find out more under Raus aus Berlin.

What the 2026 standard land values show

On 28.01.2026, the valuation committee for property values in the district of Potsdam-Mittelmark adopted a total of 624 standard land values (official reference values) for building land as at the reference date of 01.01.2026. According to the district's announcement of 13.03.2026, they range from 280 to 700 €/m² in Teltow, from 400 to 700 €/m² in Stahnsdorf and from 450 to 1.250 €/m² in Kleinmachnow. The ranges are the same as in the previous year. Across the district, 46 values were raised by between 2 and 80 €/m² and 35 values were lowered by between 10 and 50 €/m². The picture is therefore one of sideways movement, not a fresh surge in prices.

A comparison with agricultural land is revealing: for arable land in the Berlin surrounding area, the valuation committee gives 1,30 €/m², and for grassland 1,00 €/m². The gap shows how strongly planning law determines value. However, it is not a gain that owners can simply pocket. Building land only comes into being through a zoning plan, which only the municipality can draw up, often after years. Servicing costs money, and areas for roads, utilities and green space are deducted from the saleable area.

Standard land values are average values for zones, not market values for an individual plot. Shape, buildability, tree stock and servicing can shift the actual value considerably. A property valuation takes these factors into account; you will find background information in the article What is my property worth?

Four options for owners of large plots

  • Sale as a whole: manageable effort and a quick completion. However, buyers such as developers factor in planning risk, servicing and marketing time.
  • Division and individual sales: a higher overall return is possible, but it requires surveying, a planning-law review, servicing where necessary, and time. You will find details in the article Selling or dividing a plot in Teltow and Stahnsdorf.
  • Development with an experienced partner: sensible for larger sites. Planning, coordination with the municipality and subdivision are managed professionally, and the owner retains a share in the result.
  • Keeping part of the plot: for example, living in your own house with a smaller garden and selling the separated part.

How strongly the zoning provisions shape the outcome is shown by Zoning Plan No. 62 “Kantstraße Teltow-Seehof”: until 2013, the roughly 1.4-hectare area was used mainly for weekend and holiday homes. On plots larger than 750 m², a footprint of no more than 150 m² is permitted there for a single house (explanatory statement for the zoning plan, Geoportal Teltow). Provisions like these determine whether dividing a plot is worthwhile and which houses are possible later on.

To put the market for listed properties in context: on immowelt, a plot of 930 m² in Teltow, advertised as fully serviced and divisible, is listed at 590.000 €, which works out at 634 €/m² (as at October 2026). This is an asking price, not an achieved purchase price.

“Bau-Turbo” under § 246e BauGB (German Building Code): an opportunity with conditions

The so-called Bau-Turbo (“building turbo”) has applied since 30 October 2025. According to the Federal Building Ministry, additional homes can be approved without a zoning plan having to be amended or newly drawn up, provided the municipality agrees. One conceivable case is, for example, backland development outside the designated building area of a plot. However, the restrictions are considerable:

  • Approvals under § 246e BauGB must be granted by the end of 2030 at the latest.
  • There is no entitlement to the municipality's consent.
  • Consent is deemed to have been granted if the municipality does not refuse it within three months of receiving the request.
  • Municipalities can decide in advance, by means of a general resolution, whether and in which areas they will give their consent.
  • Even with the municipality's consent, the building control authority can reject the project.

By the time of going to press, we were unable to establish reliably whether Teltow, Kleinmachnow, Stahnsdorf or Potsdam have passed such general resolutions. Before any planning, it is worth checking the council information system or speaking to the planning department.

Market environment in autumn 2026: interest rates and demand

Buyers of building plots finance both the plot and the construction of the house, so they react noticeably to interest rates. According to Dr. Klein, the best effective interest rate for a ten-year fixed-rate period was 4,09 per cent on 26.10.2026, compared with 3,38 per cent a year earlier; since July, mortgage rates have risen by around 0,8 percentage points. Interhyp quotes around 4,5 per cent for 15.10.2026. This limits budgets. Well-shaped, medium-sized plots with clear buildability remain within reach of more buyers than very large individual sites. You can read more about demand in the article Detached houses in Potsdam-Mittelmark.

IBV currently has nine properties on offer in Teltow, eight of them for sale, with prices from 335.000 to 849.000 € (as at 26.10.2026); you will find an overview under Properties. The same applies to Kleinmachnow and Stahnsdorf: the location within the town and the planning law matter more than the municipal boundary.

Your next step

Before you sell, divide or develop, three questions should be answered: what is permitted on the site under planning law, how is it serviced, and which route suits your timeframe and capital? IBV will review this together with you and prepare an IHK-certified valuation. Arrange an initial consultation via Contact or find out more about selling. Please note: dividing and selling several plots can raise tax questions, for example regarding the speculation period or commercial property trading. This article does not replace individual tax or legal advice.
